Who’s Wagging the Dog? The Role of Funder Mandates in Defining the Needs of End Users

Are peer-reviewed articles the only way in which publishers can help researchers communicate? Scholarly communication is expanding to include data sets, computer code, and multimedia output. Technologically, new output types have been possible for some time, so what is driving this sudden rapid uptake? The answer is that changes in funder attitudes towards what constitutes legitimate scholarly output are creating new needs among researchers, and by extension, new opportunities for publishers.
